Regional Coordination

Final Plan Now Available

The Heart of Texas Council of Governments (HOTCOG) has issued the Draft Final Regional Public Transportation Coordination Plan for public review. HOTCOG will be accepting comments on the Draft Final Coordination Plan through September 11, 2026.

Please view or download the Plan at www.GetConnectedHOT.com, www.hotcogtx.gov, or www.gobluetransit.com.

If you are an organization serving the target populations of this plan (including seniors, persons with disabilities, low-income individuals, veterans, youth, etc.), we encourage you to pass this opportunity to review the Plan along to the individuals you represent. If you are a county or city, we encourage you to share this with your constituents.

Please note the Plan is in two volumes. The first volume is the Plan itself, while the second volume contains a series of appendices supplementing the plan.

You may submit comments via the comment link at www.GetConnectedHOT.com or via email to Rep Pledger (Rep.Pledger@hotcogtx.gov) or Kathy Chambers (kathy@moore-associates.net).

A printed copy of the Plan will also be available for review at the HOTCOG offices during business hours (1514 S. New Road, Waco; 254-292-1800).

All comments received will be considered as the Plan is finalized. The Plan will be adopted by HOTCOG’s Regional Coordination Committee in late September 2026.
